nonce_lock: Arc<Mutex<()>>Serializes nonce allocation and the first submit attempt for this submitter instance.
This mirrors the Sanguine submitter invariant: no later request may observe or allocate around a nonce while an earlier request is still in the undecided window between nonce selection and durable submitter state.
